Contractor Woes

Ok everyone, get ready for a rant, I'm up on my soap box again.
I recently had some work done by several contractors at my rental property and only one of them did, in my opinion, good work in a timely manner. One of the contractors is a well known floor guy in the my area, he's been around for a long time and everyone loves his work. Well, most of the work was pretty good, there were a few issues, but the main problem was in the job quote area.
I want this post to be interactive, so feel free to leave your opinion in a comment. What would you think a contractor meant when they told you that a small repair job will cost $35 per hour at roughly 3-4 hours of work? Would you think that meant per guy? Would you also think that it meant that even if they were at the job for 30 minutes there would be a minimum service charge of one hour per guy? Even if one sat in the truck for the whole time since it was only a one man job?
If you answered yes to any of those questions, well either you're in the business or you've been ripped off by someone in the business.
I'm going off because recently our floor guy quoted us $35 per hour on a floor repair job that took his guys a total of two hours of labor. One of the guys hung out in the truck for half the job and the total bill was $275. Does that seem right to you? Me neither.
